Rwanda’s Health Facilities Licensing Platform launched
Ministry of ICT and Innovation, Rwanda Information Society Authority (RISA), the Ministry of Health, Irembo and other partners have on Wednesday June 19, launched Rwanda’s Health Facility Licensing Platform.
It is a system that digitizes the entire licensing process, ensuring quick licensing for all health facilities in the region and provides health facilities with easy access to all licensing services and make payments in a seamless, one-stop portal, reducing administrative processes.
It was developed under the Public Procurement for Innovation (PPI) model through a design contest won by Orion Systems to enhance and simplify healthcare services across Rwanda. The PPI model leverages innovative solutions in procurement processes to digitize and enhance government services and includes 13 digital services and seamlessly integrates with Irembo’s secure payment system, significantly improving efficiency and accessibility.
During the launch event, a panel discussion on the role of Public Procurement for Innovation (PPI) in national development, platform demonstrations by the Ministry of Health and Irembo, and engaged stakeholders from public institutions and startups, all committed to leveraging technology to address societal challenges and drive economic growth.
The event’s objective was to educate various stakeholders, including public institutions and startups, about the PPI framework which leverages research and development to address critical challenges and promote economic growth.

Dr Rene Kabalisa, Principal of Research and Development at the Rwanda Information Society Authority (RISA), noted that PPI significantly advances Rwanda’s healthcare system. He emphasised that by leveraging advanced technologies; essential services are digitised, enabling healthcare providers to focus on delivering high-quality care to all Rwandans.
A representative from the Ministry of ICT and Innovation (MINICT) shared that the launch of PPI marks a significant advancement for Rwanda’s healthcare industry, reaffirming its commitment to using technology to address societal challenges through its partnership with Irembo.
The Health Facility Licensing Platform is an innovative system that revolutionizes the licensing process for health facilities. It offers a user-friendly solution, enhancing accessibility, transparency, and efficiency. This platform reduces processing time, minimizes required documentation, and eliminates physical visits to regulatory offices.
