Rwanda and KOICA conclude Digital Ambassador Project (DAP) at 96.6% implementation
On May 20, 2026, the final project steering committee meeting for the "Enhancing Digital Literacy through the Digital Ambassador Program (DAP)" was held in Kigali, marking the successful completion of the four-year, USD 4.5 million initiative implemented by KOICA in partnership with the Government of Rwanda through RISA.
Executed jointly by RISA and the Project Management Consultancy (Bucheon University, Solutek System), and aligned with Rwanda's Vision 2050 and NST2, the program focused on strengthening digital access and skills among rural and marginalized communities. Key achievements include:
- 1,000 Digital Ambassadors and 30 Supervisors deployed nationwide, training 1,567,034 citizens which is over 93% of the project's target
- Public service usage on Irembo and Byikorere platforms rose from 30% to 73%, generating over 5 million service requests and over 100,000 new accounts
- Support for Single Digital ID (SDID) pre-enrolment, biometric registration, cell-level CRVS, and MBAZA system training for all Ambassadors
- Rollout of the eKash National Payment System, pushing weekly digital users past 90% and digital payments to 300% of GDP
- Automation support for 416 Umurenge SACCO and onboarding of 6.9 million mobile money users through the U-SACCO pilot
- Renovation of five Service Access Points (SAP) - Rukara, Muhura, Nemba, Kinazi, and Mushubati between October 2025 and May 2026
Speaking at the closing meeting, MINICT Permanent Secretary Eraste Rurangwa thanked KOICA for its partnership, noting that while this phase has ended, Rwanda's mission to expand digital ambassadors and inclusive digital transformation continues. KOICA Country Director emphasized that digital transformation is achieved when every citizen is empowered to move forward together.
