RISA Welcomes New CEO and C-Level Leadership Team
The Rwanda Information Society Authority (RISA) is ushering in a new leadership chapter following cabinet decisions announced on July 16, 2025. Mr. Antoine Sebera has been appointed Chief Executive Officer of RISA, succeeding Mr. Innocent B. Muhizi, who led the institution for eight transformative years and has been appointed Ambassador of the Republic of Rwanda to Singapore.
Mr. Sebera previously served as Government Chief Innovation Officer at RISA, where he championed innovation and digital advancement. His appointment reaffirms the institution’s commitment to driving Rwanda’s digital transformation agenda.
To further strengthen its leadership, the Cabinet also approved two newly established positions. Mr. Mizero Roger was appointed Chief Technology Officer. He previously served as Chief Digital Officer for the Ministry of Environment and the Ministry in charge of Emergency Management, where he led major national platforms for early warning systems, resource management, and digital public services.
Mr. Innocent Asiimwe Mudenge was appointed Chief Operations and Strategy Officer. Before this role, he led national digital initiatives as Division Manager for Digital Cluster Coordination at RISA, promoting cross-sector innovation and strategic coordination.
