RISA Hosts official Leadership handover ceremony

On Friday, July 25th, 2025, the Rwanda Information Society Authority (RISA) held a significant ceremony to mark the official handover of leadership from outgoing Chief Executive Officer Mr. Innocent B. Muhizi and Government Chief Information Officer Mrs. Josephine Nyiranzeyimana, to the newly appointed CEO Mr. Antoine Sebera.

This event took place at the Ministryof ICT and Innovation and symbolized both the close of a bold and impactful chapter in RISA’s journey and the beginning of a renewed vision for the future of Rwanda’s digital transformation. It was graced by Hon. Paula Ingabire, Minister of ICT and Innovation, alongside RISA’s senior management and staff, all gathered to pay tribute to the outgoing leadership and welcome the new executive team.

Innocent B. Muhizi, who served as CEO for the past eight years, and Josephine Nyiranzeyimana, the GCIO, were commended for their visionary leadership, commitment, and invaluable contributions to advancing Rwanda’s digital agenda. Under their stewardship, RISA spearheaded the rollout of several key national digital platforms, expanded digital literacy programs, and positioned Rwanda as a continental leader in e-Government and emerging technology adoption.

As the new leadership led by Mr. Antoine Sebera assumes office, RISA looks ahead with renewed energy and a clear mandate to accelerate digital transformation in service of Rwanda’s development goals. The incoming CEO reaffirmed his commitment to building on the strong foundation laid by his predecessors and leading the institution with purpose, agility, and innovation.

The event was also an opportunity to welcome two new C-level leaders whose appointments were recently approved by cabinet: Mr. Mizero Roger as Chief Technology Officer and Mr. Innocent Asiimwe Mudenge as Chief Operations and Strategy Officer.

With appreciation for the past and optimism for the future, RISA embarks on this next chapter ready to scale up impact and continue driving inclusive digital transformation across the country.
