RISA equips Digital Ambassadors for community transformation
From Monday, 13th January 2025, over 300 newly hired Digital Ambassadors from Rwanda’s Eastern and Southern Provinces have started comprehensive training to prepare them for their roles in their respective Cells. This initiative is part of the Digital Ambassadors Programme (DAP), launched in 2017, which aims to drive digital transformation and promote inclusion across the country to ensure no one is left behind in the digital age and is organized by Rwanda Information Society Authority (RISA) on a regular basis.
The training is taking place at Hanga Hub Musanze for 155 Digital Ambassadors from Eastern Province and at Hanga Hub Rubavu for 150 Digital Ambassadors from Southern Province.
The one-week training session aims at equipping participants who will in turn train citizens with the skills to:
Navigate and utilise e-Government services;
Access financial services via mobile phones;
Advertise and sell products using digital technology;
Understand security and safety considerations while using e-services;
Develop basic digital literacy skills needed for digital transactions among other skills.

By the end of each programme, Digital Ambassadors will be ready to transform citizens' lives across the country through digital skills training, promoting e-service adoption, and advancing digital inclusion. Each Digital Ambassador undergoes a rigorous Training of Trainers (ToT) designed to ensure they can effectively fulfil their responsibilities. The training modules mostly include e-Services Training whereby relevant companies provide tailored sessions on the e-services they offer, enabling ambassadors to guide citizens in accessing these services.
The Digital Ambassadors Programme is a cornerstone of Rwanda’s efforts to build a digitally literate and inclusive society as one of the goals of National Strategy for Transformation (NST2). By undergoing the training of trainers, Digital Ambassadors are empowered to serve as intermediaries between citizens and digital services, foster trust and awareness for citizens in using digital platforms and promote community-wide adoption of e-services.
