Learning from global best practice: RISA Joins the Zero Government Bureaucracy Programme in Dubai

From Monday September 28, RISA's Chief Operations & Strategy Officer, Asiimwe Innocent, is participating in the Zero Government Bureaucracy Programme in Dubai, a UAE-led initiative run in partnership with the World Bank Group that has eliminated over 15,000 unnecessary government procedures since its 2023 launch.

The programme is a flagship national initiative of the United Arab Emirates, directing government ministries and entities to eliminate at least 2,000 unnecessary procedures, cut processing times by at least 50%, and remove all redundant requirements, all within a defined timeframe. By consolidating similar procedures, removing superfluous steps, and accelerating service delivery, the UAE has positioned the programme as a model for how governments can make bold, intentional leaps in operational efficiency, with technology serving as a key enabler throughout.

For RISA, this engagement is more than a study visit, it reflects a broader government-to-government exchange on cutting red tape and modernising public service delivery through technology. Rwanda has previously drawn on this same partnership to apply AI-enhanced tools to construction permitting, cutting processing times by 80%. This latest engagement builds on that progress, as RISA continues exploring how similar approaches to procedural simplification, digital-first service design, and smart automation can further streamline Rwanda's own digital public services.

Learning from global best practices such as the UAE's Zero Government Bureaucracy Programme reinforces RISA's core mission of championing Rwanda's digital transformation by ensuring government services are not only digitised, but genuinely simpler, faster, and more accessible for every citizen.
