KUBAKA: RISA Powers the future of smart building services

Kigali April 29, 2025: As part of Rwanda’s broader push for digital transformation, the Ministry of Infrastructure officially launched KUBAKA, the country’s enhanced platform for building permitting services, developed with critical support from the Rwanda Information Society Authority (RISA).

KUBAKA, which replaces the old BPMIS, is a modern, user-friendly digital platform designed to streamline the building permit process. With its new features and smart integrations, users can now check zoning rules for their plots, apply for permits, and track application status in real time entirely online. Whether you’re a landowner, architect, engineer, or real estate investor, KUBAKA puts you in control of the entire process from submission to approval.

“This platform is a game-changer,” said RISA CEO Innocent Bagamba Muhizi, highlighting how KUBAKA aligns with Rwanda’s vision for smart, climate-resilient urban development. Built on modern architecture and integrated with key government systems, KUBAKA ensures transparency, speeds up approvals, and eliminates the need for in-person visits.

Accessible via kubaka.gov.rw, the platform is a critical step in RISA’s mission to digitize service delivery and enhance citizen-centered governance. As Rwanda targets 70% urbanization by 2050, KUBAKA is not just a permitting tool; it’s an enabler of sustainable, inclusive, and efficient growth.
