European Union's Role in Empowering Rwanda's Digital Entrepreneurs

The Tech Innovation Hub Project (Hanga Hubs), implemented through a partnership between the European Union, the Government of Rwanda, and the Rwanda Information Society Authority (RISA), aims to empower youth and drive economic growth through digital employment opportunities. Focused on four secondary cities: Muhanga, Nyagatare, Rubavu, and Rusizi. The project supports young entrepreneurs and startups by providing innovation and incubation hubs.

As a co-implementer, the ICT Chamber plays a vital role in training and mentoring entrepreneurs. Through tailored programs, networking opportunities, and funding access, the ICT Chamber equips startups with the necessary skills and resources to scale successfully. in addition, Districts also play a crucial role in the project's sustainability by providing physical spaces for hubs, logistical support, and fostering local ownership. This ensures long-term success and accessibility for entrepreneurs across Rwanda.

The project aims to incubate 192 startups by February 2026. So far, over 1,000 individuals have received training, and more than 130 startups are currently engaged in pre-incubation and incubation programs. These efforts are strengthening Rwanda’s innovation ecosystem and creating new opportunities for aspiring entrepreneurs.
