Advancing digital literacy through Service Access Points - SAPs

On Friday March 7, 2025, the Project Steering Committee Meeting for the Digital Ambassador Program (DAP) was held to review the progress of the Digital Ambassadors Program. The session was chaired by Mr. Yves Iradukunda, the Permanent Secretary of the Ministry of ICT and Innovation, and co-chaired by KOICA Rwanda Office Country Director Mrs. KIM Jinhwa and the CEO of Rwanda Information Society Authority Mr. Innocent BAGAMBA MUHIZI. Additionally, representatives from RISA, MINALOC, KOICA, and the Project Management Consultancy attended the steering committee meeting.

The meeting focused on reviewing the progress of the DAP project, particularly the newly developed Service Access Point (SAP) Improvement Strategy. This strategy aims to enhance digital training facilities across Rwanda by renovating and revamping five SAPs, which will serve as training hubs in each province. These centers are expected to be fully operational by the third quarter of 2025, equipping Digital Ambassadors with the necessary infrastructure to deliver digital literacy training to local citizens. Agreement and Approval of Service Access Point New Strategy and ⁠Agreement of the capacity Building Strategy Completion were the two agreements signed during the meeting.

The Digital Ambassador Program plays a crucial role in Rwanda’s digital transformation journey. By the end of December 2024, the initiative had already trained 427,606 citizens in essential digital skills, contributing to the National Strategy for Transformation (NST-2) Economic Transformation Pillar’s goal of increasing digital literacy nationwide.

KOICA representative recognized the significant progress of the project and reaffirmed its commitment to working alongside RISA and MINICT to further expand digital literacy initiatives. As Rwanda continues to accelerate its digital transformation, the DAP project remains a key driver in ensuring that citizens have the skills and access needed to thrive in the digital economy.
