Enterprise Architecture Division

The Enterprise Architecture Division within RISA is responsible for developing and maintaining the enterprise architecture framework for the government of Rwanda. Enterprise architecture refers to the process of aligning an organization's technology, processes, and systems with its overall business strategy and objectives.

The division works closely with various government agencies and other organizations in Rwanda to develop and implement enterprise architecture plans that support their business goals and objectives. This includes developing and maintaining standards, guidelines, and best practices for the use of technology and information systems within the government.

The division also provides guidance and support to government agencies and other organizations in Rwanda in the development and implementation of their own enterprise architecture plans. This includes providing training and education on enterprise architecture principles, as well as conducting assessments and evaluations to ensure that the plans are aligned with the government's overall strategy.

Overall, the Enterprise Architecture Division within RISA plays a critical role in ensuring that the government of Rwanda is able to effectively leverage technology and information systems to achieve its business goals and objectives. The division's efforts are helping to drive innovation and promote the growth of the ICT sector in the country.

Lucie Uwimpaye

Enterprise Architecture Division Manager

Lucie Uwimpaye is the Division Manager of Enterprise Architecture at the Rwanda Information Society Authority (RISA). In this role, she leads the strategic alignment of technology, systems, and processes with the Government of Rwanda’s overarching digital transformation goals. Her work focuses on driving data initiatives as the priority of the division now, developing and overseeing enterprise architecture frameworks that guide public institutions in streamlining business processes, enhancing service delivery, and driving innovation through data and system integration.

Lucie brings a strong background in IT and a deep commitment to using technology as a tool for public sector improvement. She is passionate about data, designing user-centric digital solutions, optimizing organizational efficiency, and creating meaningful impact through technology.

Beyond her technical work, Lucie is dedicated to empowering communities, especially women and youth, by championing initiatives that foster inclusivity, leadership, and skills development in the digital age.
