Antoine SEBERA is the Chief Executive Officer at Rwanda Information Society Authority. Over 17 years’ experience in various sectors of Information and Communication Technologies in Government, Private Sector and Academia. Mr. Antoine Sebera has worked in different senior positions including technology leadership, consulting, project management and business leadership in Rwanda and South-Korea. He has played different leadership roles in multi-disciplinary, multi-cultural teams with diverse background and different level of skills.

Innocent Asiimwe MUDENGE is the Chief Operations and Strategy Officer at the Rwanda Information Society Authority (RISA). He brings over 10 years of experience in IT and public sector digital transformation.

Previously, he led national digital initiatives as Division Manager for Digital Cluster Coordination at RISA, and served as Director of ICT at NAEB, where he drove the digitalization of Rwanda’s agri-export sector.

Roger MIZERO is the Chief Technology Officer at RISA, leading Rwanda’s digital transformation through scalable digital systems and innovation in government. He previously served as Chief Digital Officer for the Ministry of Environment and the Ministry in charge of Emergency Management, where he led major national platforms for early warning, resource management, and digital public services.

With over 10 years of experience, Roger brings deep expertise in AI, software engineering, and data-driven solutions.

Francine UWANYIRIGIRA is the Chief Finance Officer (CFO) at the Rwanda Information Society Authority (RISA). With over 19 years of progressive experience in financial management across both the public and private sectors, Francine has built a strong reputation for driving financial strategy, operational efficiency, and fiscal accountability.

Before joining RISA, she held the position of Chief Finance Officer at the Rwanda Space Agency, where she played a key role in financial planning and resource management to support the agency’s strategic initiatives.

She is passionate about building resilient financial systems that align with national development goals.
